The West African Examinations Council (WAEC) introduced the Offline Registration Package for schools that have PCs but are not on the Internet. This service is also put in place for schools without PCs who could be assisted by Cyber Café or Business Centers with computers and digital camera (Microsoft HD 3000). This will enable the schools to capture registration details of their candidates, passport photographs and Biometrics, save the information on a Flash RAM or any other device for uploading at the cafe or their state WAEC Zonal/Branch Office. Each school will be given an Offline License Key to activate the Offline Registration software. The Offline and Online packages User Manuals and other WAEC Online Registration information are packaged herein on this portal.

To use the Offline Registration Module of the WAEC E-Registration system, the following are required:

• A system with high speed processor with at least 8GB RAM, 150GB Hard Disk, USB Port, etc.
• Biometric Scanner (Digital Persona)
• Digital Camera (Microsoft HD 3000)
• Flash RAM
• Microsoft Windows 8 or later Version

Follow these steps to install the WAEC Offline Registration Package on your PC:

1.2.1 Online Installation

We newly introduced this option for the installation of Offline Registration Software. This option requires internet access before the software can be installed. Updates are automatically detected and you shall be optionally prompted to install the updates. Please follow the following instructions to install the software:

• Please do not use the Offline Application for the previous year’s registration. It will not work for the Current Registration.. There are new features added.
• From the Landing page, click on Direct Online Installation Offline Registration link from the Pop-Up.
• First install the Biometrics Pre-requisite by clicking on "32 bit installation" or "64 bit installation" depending on your machine. Follow the wizard to complete the installation.
• Install the Offline application by clicking on Install button and follow the wizard

1.2.2 Offline Licensed Key

• Offline License Key is replacing the Offline CD being issued to schools for registering their candidates for WASSCE (For School Candidates) Examination using the Offfline Registration Apps.
• The License Key is required when school details is being created, prior to registering the candidates Offline.
• This can be obtained from the WAEC state Office where the school resides.
• You CANNOT proceed with the Offline registration process for any school without the License Key. It is a License Per School.
